I had seen that just outright removing a chapter upload and replacing it with a brand new submission that is slightly edited is frowned upon, but does that still apply if the chapter has for the most part changed? For example, I currently have my first chapter for a story up. It is only about 7k ish words. The new version is 16k after I have been working with an editor. Would this be an appropriate situation to just delete my original chapter and upload this new one?

A deletion and a new submission is more work for the site, plus you lose all your comments and metadata if you delete. I'd submit an edit.

Existing readers won't come back to it, only new readers will read the new thing, but won't know it's different. The only person who will know is you.

I'd have written a completely new story, left the old one as it was. I don't get authors who keep futzing with the same story - it is what it was, write something new. That way you have two stories.

This is why patience matters.

If you publish part of a story before completing the entire thing, you give up control. Learn from your mistake, and hopefully others will too.
