Economic competition is supposed to be between individuals and businesses -- not between countries

Isn't that the whole point, the thing that supposedly gives competition in the marketplace value?

The European Union started out as a tariff union -- eliminating competition between its member states as units -- and nobody ever called that a Commie move -- it simply made it easier for a business in Italy to compete, on equal terms not distorted by tariffs, with a business in France.
 
If collective competition between political units is beneficial, why don't we let American states impose tariffs on commerce with other states?

We do in Canada between the provinces ( though the term tariff isn't used). Which is what made us so prone to the economic impacts from Trump's trade war. I suspect those will be negotiated out by years end....
