Using the song at rallies isn’t “criticism, comment, news reporting, teaching, scholarship, or research”.
The Trump campaign should have licensed the music it wanted to use, instead of just avoiding paying for it. But we know Donald is infamous for not paying what he owes.

BTW, one of those "examples that may..." includes playing music at nonprofit events. Political organizations are non profits under Section 527 of the Internal Revenue Code.
