Investigation shows Vladimir Putin likely approved missile that shot down MH17

A team of international investigators said Wednesday they have "concrete information" that Russian President Vladimir Putin likely approved the missile that brought down Malaysian Airlines Flight 17 in 2014.

Big difference between approving the sale of a missile to a terrorist group and ordering them to shoot it down. Putin is a criminal...but so is anyone that deals with him. But that doesn't mean he did what you inferred
