Financial reports say this publicity stunt charade is costing American taxpayers $1 million per day.
President Trump mobilized the D.C. National Guard under the guise of restoring security in the nation’s capital — despite D.C.’s crime rate being at a 30-year low. What began as a deployment of 800 D.C. National Guard troops has grown to encompass 2,091 as of this writing, as Republican governors send hundreds more.
Trump hasn’t just complained about alleged crime in the district — he’s placed a target on people experiencing poverty and homelessness. Claiming that we’re “getting rid of the slums,” Trump has called on troops and police to forcibly remove unhoused people from the city.
Federal law prohibits deploying the military on U.S. soil, except under certain extraordinary circumstances. Trump is currently facing legal challenges over his 60-day deployment of troops in Los Angeles earlier this year under equally unfounded claims about violence and risk — and against the wishes of the troops themselves.
Now he’s ordering soldiers into our streets for the fourth time as president to viciously target some of the most vulnerable members of our society — despite abundant evidence that prosecuting homelessness only makes it worse.
The cost of this cruel power grab is borne by taxpayers like you and me.

Trump EXPLICITLY told his audience to PEACEFULLY protest.
The mayor threatened that if Trump mobilized the NG, the people in Chicago would riot.
One is an actual stated admonishment to be peaceful. The other is incitement to riot and fomenting unrest. It's on the edge but, given the facts and circumstances of if/when/how it happens, if it does, might make it rise to the level of terrorism.
Yet you believe that actual words of peace are a criminal act while the criminal act is peaceful. Because TDS.

I'm thinking Trump (or any president) could deploy the Guard into crime-ridden cities if he frames it as a breakdown of local law enforcement, an obstruction of federal law, or a denial of constitutional rights (life, liberty, property). That puts it squarely under the Insurrection Act, and shields it from “Posse Comitatus” challenges. He could declare his authority under that act with an annoucement like this:
"I call upon all individuals engaged in violence, looting, and organized criminal activity in [City] to disperse and retire peaceably within 24 hours. Failure to do so will compel me, as President, to deploy the Armed Forces of the United States to restore order and protect the lives and rights of American citizens."

Johnson signed an executive order related to preparations in the event Trump follows through on his plan to send federal agents and National Guard troops to other cities, similar to his actions in Los Angeles and Washington.
