I'm thinking Trump (or any president) could deploy the Guard into crime-ridden cities if he frames it as a breakdown of local law enforcement, an obstruction of federal law, or a denial of constitutional rights (life, liberty, property). That puts it squarely under the Insurrection Act, and shields it from “Posse Comitatus” challenges. He could declare his authority under that act with an annoucement like this:Assuming that we're not talking about only Fed Property, there are plenty of grounds to use the NG to assist in reducing crimes.
Federal law doesn't disappear just because there's a State involved. Federal drug laws, gun laws, anti-terrorism laws, racketeering, money laundering, they all still apply. The fact that the crime in Chicago falls under all of these laws, and the city police can't seem to get a grip on it, should be enough for Trump to be able to act to enforce Federal law with Federal personnel.
