Any time I have ever played in a game where there is a mercy rule, the game ends when one team gets way ahead. In this case, the game apparently continues and the team in the lead has to try to avoid scoring or deliberately let the other team score so the game will be closer. I believe that is called "shaving points" and it's illegal in CA.

So the coaches and players are penalized for wanting to win?

The reasoning behind it is that players quit the teams that lose all the time? Sounds to me like the parents of the players on the losing teams need to step up and teach those kids that you continue to try, even when continuously defeated. Teach them that quitting is unacceptable. Teach them that each game they play, each down they play, they will learn something, grow stronger, and will continue to get better.

Life is not fair and those parents (and the people who instituted this rule) are trying to make everyone "equal" and make it all fair.

I would rather have a son who works hard each and every time, even in a losing effort, than a wimp who quits because he does not win and get accolades from that. I would hate to be the "quitters" bosses one day. They will never be able to put forth effort to do anything, unless they are "winning".

It's only illegal if you're gambling though it's stupid either way. They should just have the mercy rule. Once you're behind by X game fucking ends call it a day.
