Is it something to do with the story line, or is it something to do with the actor himself

I think it had more to do with the storyline, because I was watching one of those late-night PSAs with George Peppard in it, and he wasn't wearing gloves.

I didn't watch the A-Team, but knowing George it was probably his idea. He made sure all his characters got to wear ascots and smoke thin cigars, so I doubt he'd doing anything "costume" he didn't want to wear himself.
