I recall reading a report on education levels in Japan many years ago.
For those of you that don't know Japan is very homogenous genetically and very divided on class lines.
The classes are pretty much descended from feudal times. The wealthy tend to be descendants of the old samurai families. The middle class from merchants and artisans. The lowest, the burakumin, are descended from the eta, the people that handled dead bodies and garbage in feudal times.
They are the lowest of the low in Japanese society. Often, when you get married, your spouse's family will check you out. If there's even a hint of burakumin in your family's background, the wedding's off.
The education and literacy rates of the burakumin are almost exactly the same as those in the poorer inner city areas of the U.S., whom I believe are largely black.
There is no difference 'racially' between the burakumin and the rest of Japan. Economically, there's a significant difference.
So any differences between two sets of human being are almost certainly because of cultural differences.
