This might sound unusual and kinky, but hey, that's why we're here, right?
I would like to ask if anyone knows or can recommend some kind of vibe for guys, that can be secured to a penis, and worn while clothed, the purpose being discreet public masturbation, so it shouldn't be too loud. I want to get something for both my wife and myself, and try it together in a restaurant or movies. :D I know there are ones for women, but have never seen something like that specifically made for men.

Nothing that I know of off hand that fits that description.

Small bullet vibes can be cheap and easy to come by (no pun intended). Perhaps you should try to channel your inner McGuyver. Though I might caution you away from his duct tape fetish for this particular application!

Could you not get a wireless remote bullet/egg vibe and secure it with velcro, a cock ring, or some other kind of system?

There are also vibrating cock rings, although I haven't seen a remote-controlled variety. However, there are rings that have a spot for a bullet vibe, so you could use one of those with an R/C vibe.

A better option for a slower build up and discretion would probably be a vibrating butt plug. Again, there are plugs that you can slip a vibe into. Put an R/C vibe into the base, and you're good to go.

They are silent and the little battery ones are easy to conceal in a pocket or in a pouch on your belt. One inch patches attached to the head, shaft, balls, and sphincter all get things stirred up.

Hey, that sounds like just what my doctor ordered, where would one find it?

Google TENS Units. With a prescription for something else from your doc, you may even be able to get insurance to pay at least part of it as a home medical device. However, simple ones can be had very inexpensively if you're not using it for pain relief or whatever. Do make sure you get a device that can take universal/generic pads and parts because that's where the cost can really add up over time (kind of like razor cartridges or diabetic test strips).

Never, EVER allow electricity to pass through your chest (e.g. by putting pads on your nipples). That can kill you. There are some good threads here and info elsewhere on electroplay/e-stim, so it'd be wise to read up and make sure you have all of the necessary safety and other info before buying and playing. IIRC, DVS is a member who's very well-versed in this area; he's a regular on the BDSM forums and there are some good threads in the BDSM Library sticky at the top of BDSM Talk.

Thanks everybody for the advice, I think I will be able to find something now, I will give feedback when I have.
Oh, Erika, I love your profile pic.
