Disabling anonymous commenting?

I'm not high, I swear - at least I'm pretty sure I'm not. Anyway, I could've sworn on the Submit Story page, there was an option to disable anonymous commenting (where readers MUST log in if they want to comment).
I only see an option to turn off/on public comments. But that removes every commenting option. No one, members or anons, can comment.
Isn't there a way to only allow comments from registered members? Was it removed or am i thinking of something else?

Ah yes, there it is. Thought it was a per story setting. anyway, thanks.

You can turn off all comments and all voting on per story basis. But not anon.
