That is fabulous work!
The technique is similar to , say scratchboard, where you remove the surface in varying depth to create your shadings

Way way too much free time. I wonder how long it takes him to do one of those drawings? And does he get permission first?

Supposedly it only takes him an hour or two each. If you notice, most the ones there are on a Mini (his) or a Mazda3 (his wife's). But he does some for others as well. I don't think he just does it on any car at random.
