Pending means it's still in the queue to be published. The "New" means it's been approved and will be published to the public on the date right above that word New. Until it gets that word New, its awaiting review.

All approved stories are published to the public at exactly the same time each day (around 1:30 AM EST).

I asked a lot of tech questions here on Author's Hangout, until someone pointed out the sub forum Lit Tech Support under Site News & Tech Support. It's not real active, but I'm trying to give it a nudge. Perhaps if you cross post this there?

There's also How to... , which is a mix of sex and tech stuff. I post my tech questions in both places.

Although, between when I started this response and finished it, you got a pretty good answer. So next time?

New means the story is new, ain't ever been on the site before. New, my dawg, new. A new release. Pending is pending; like de-pending on how you wrote it; will it go live to be a new story, or be sent back, so you can make a thread on why it was sent back, we tell you, you fix it, resubmit and it be pending again.

I will absolutely do that. I like to support fellow authors when specific requests pop up.

Maybe this will be a little clearer: "Pending" means your story is accepted into the submission queue where it is waiting for approval. "New" means it has been approved and will appear on the site on the date above the orange "NEW" label.

The date distinction is important if you are submitting for a contest or theme event, where it may be approved and have the NEW label but might be held for the first day of the event.
