No it's not and so far it's voluntary. We have had deaths due to the flooding and they anticipate having to close a couple of highways.

If it weren't for the fact there is a winter storm watch for tomorrow in my area for a possible 4-8 inches of snow I'd be smiling big time.
That sucks big time! The good news is that we know warm weather is coming. Then we can complain about the heat and humidity.
