Sandy was a much weaker storm spread out over a large area. It's an apples to oranges comparison, because no state was as devastated as Florida has been, they were inconvenienced and had some rebuilding to do, but it was not above their means to deal with.

None of that was any excuse for then-Rep. DeSantis to vote no. Homes were destroyed, people were hurting, and helping one another in their hour of need is what Americans are supposed to do. Not to mention that many of the areas that were devastated in Florida are in spots that have been known for a hundred years and more to be in harm's way in hurricane season, yet people keep building houses there.

That's just how Congress works and he may have very well cast his vote in principled protest knowing that it was going to pass without his vote. Many bills feature such symbolic votes with the Party's blessing because a candidate has potential to rise with such a vote (or is in danger of losing the next election), and in this case, despite that vote which the focus has been turned on here, he did rise and looks to be ascending.
