besides the spoof... there really is dehydrated water.... it's nothing like you think though, it's how certain chemicals react to other surfaces. when water goes down an incline it skids... well some very bored scientists discovered some compunds that when mixed with water, it changes it drastically and causes the water to roll down the incline.
