Or because most of the time, people are using caps to make a point.
IE
"You FUCKING idiot!"

Emphasis is on "fucking" to make it sharper, more insulting.
So to have someone typing in caps for an ENTIRE post is well, quite annoying.

If you're that terribly insulted by the "How To" then avoid the General Board or GB like the plauge.
