no one really knows
There needs to be a 3rd option for sometimes.
I believe most people are born into their orientation but I also believe that through experiences it's entirely possible to develop different preferences.

I don't usually post on Clowns poles, I just vote, found the question to narrow ( sorry Clowns ) and decided to comment
Having a lot of friend who would identify them self's as "gay" found that "orientation" during a persons lifetime can change (the poorly described "converting").
For example : two long standing family friends who where previously in abusive relationships are now happily married ( cohabiting , then Civil partnership ) women to woman for some years . Both now awaiting the new church/marriage laws referendum here
Beyond that a good child hood friend who was most definitely into men and highly effeminate (but not to camp levels) has a son and two twin girls with a beautiful wife and happily married.
And simple "yes or no " does not come close for people who identify as transgender.
What I think I am saying is : People fall in love with the other persons spirit(heart) so in a truly open society would be recognised as such. But we have stuck a label on it (one for each gender) and in doing so created a stigmata by association.
To answer your question: NO , not "gay" by birth but "gay" by emotional choice.
