It's a Federal US Court that handles cases related to customs and international trade laws. It was established to resolve trade disputes and ensure fair application of these laws across the country. These judges are the experts on adjudicating international trade related issues. If they say the tariffs are illegal, they are. If Trump wants tariffs, he's now going to have to persuade Congress to pass law changes.
