ISO just means a disk image
imgburn
isomaker

but if you mean for burning to a playable DVD then you'll need something else

If you're looking to convert .AVI format and burn them to a playable DVD, check out ShowBiz -- it's a program that was bundled with my CD burner for editing videos and preparing them for burning to DVD, It can burn a basic DVD directly, or pass the edited files MYDVD, the other program bundled with my DVD RW drive.

MyDVD adds the capability to add menus and submenus to the videos edited with Showbiz and burn the DVD or save it as an ISO image for burning multiple copies with NERO -- which was also bundled with the drive.

ShowBiz can accept AVI, MP3, MOV, and DVD tracks (and several other video formats) and combine them into a single MP3 or MP4 video file.

I'm sure that there are probably better programs and/or programs that can do the job better than the software bundled with my new Drive, but with ShowBiz -> MyDVD -> ISO Diskimage file -> Nero it's possible to convert AVI format videos to (multiple copies of) a playable DVD.
