The characters either would or would not use them, and the author ought to know the reason why either way; but you don't necessarily need to let the reader know overtly.
 
My characters frequently use them as a matter of course. The story calls for them, in my view - and that of the characters too, I should add - so they use them. I even had one character put one on her lover using her mouth. Nobody mentioned it, lol. Very little negative response, although a story by my Frederick Carol persona, where the mature 'second time around' lovers used them prompted a rambling condemnation and a one vote from a reader, who gave his email address. That was one of the few identifiable feedback emails I never responded to. I didn't know how!

A vast majority of what's written on this site is fantasy to some degree or another.

In fantasy, there are no STD's or unwanted pregnancies.
