"The Masturbating Bear" is --- er --- was a regular, on-going comedy bit on Conan O'Brien late night show.

The bear would suddenly appear, and . . . well, live up to his name . . . through his tighty-whities.

What you have linked appears to be an amateur site celebrating . . . commemorating . . . whatever . . . the bear's appearances on O'Brien's show.
