The premise of this is sort of similar to the movie King Ralph or the Princess Diaries, in which a ordinary person finds out they're the heir to a European monarchy. Idea would be that some King of a small European state (imagine somewhere like Luxembourg) dies without a male heir, and the country's government has to find an heir to the throne. The King, however, has a daughter - who is married to a senior member of the government - and both she and her husband try and convince the rest of the country's parliament that she should succeed her father. The succession laws though specify that the male line of the Royal House must be exhausted before a female is offered the throne, and so the parliament try and track down a living male relative of the royal bloodline.
The male heir they find, however, is an American college freshman who has no idea he's the heir to the throne. Given how rich the monarchy of the country is, he's pretty thrilled at the idea of being the next king and gladly accepts parliament's offer and is crowned the new king.
But the daughter of the former king has hardly given up her hopes of becoming queen, and she and her husband remind the government what exactly the conditions are of an heir inheriting the crown. Upon his coronation, any unmarried king without a son must marry within an year of their accession or be forced to abdicate. What's more, the royal consort must also be a virgin. Her - the old king's daughter - politician husband through a combination of blackmail and bribes, also manages to convince the rest of the government that the king's bride should also be a famous celebrity (i.e. a singer, athlete or movie star) and that she has to meet all kinds of seemingly unfillable criteria.
At this point in the story, the freshman has to find a stunning, virgin celebrity who'll agree to marry him in less than a year. He eventually - against all odds - finds his prospective bride; who turns out to be someone he's fantasised about for years, and the fact she's a virgin completely surprises him. Upon realising that he's actually managed to find a bride who meets all the criteria, the old king's daughter and her husband then try and get someone to deflower the prospective queen before the wedding. What happens at that point, I'll leave to anyone who'd want to perhaps take this up....
