Do you mean... an otherwise well-behaved woman who, when wearing particular clothes, gets attention that makes her behave less well-behaved, or, at least thinks less well-behaved thoughts?

I like that idea. The woman wears something a LITTLE outside her comfort zone... maybe because it was a gift from her husband or a close friend. She's at first a little shy about it because it's a little more daring than her usual style... but she notices the attention it inspires... and starts to like the thrill?

Or, in the case of the turtleneck, it's not obviously more daring, but, highlights her features in a way that inspires more attention?

Though, I think I might have seen a top that was essentially a turtleneck, but, with a cut out below the neck so it also has a plunging neck line. Though, that look had a hint of "bondage" to it... looking a bit like a collar.

A friend coaxes her into wearing them to a girl's night out, or they're shopping at a thrift store, and she gets her to at least try it on. The effect could be subtle enough to coax her into buying it, and there could be an added residual effect to make her wear it to a date or social event. Some turtlenecks can be very tight and thin in all or parts and while remaining opaque reveal the forms underneath. And they could be worn by women very particular to avoid exposure of her skin with or without realizing the alternative effects.

Being in most cases strictly opaque and very covering, there's added benefit in low threshold for going braless, wearing the thing over nude body, up to and including turtleneck sweater dresses worn without nothing else at all, or even just barely long enough turtleneck used as ad-hoc drop in for such an one-piece all covering, only thing on her wear, leading to near or episodic bottomless-ness.

Alternatively, turtlenecks, especially if long sleeved and thick are rather warm garments and there's possible situations where environment and/or social pressures can arise leading to said garment's unplanned removal, episodically or quasi-permanently within event's timeframe. Giving the previous point of it's enhanced coverage being counted on, that easily can lead to exposure perceived as indecent.

She gets a turtleneck sweater in her favorite color. It's of very fine wool or similar, rather stretchy than elastic, form fitting but not tight, very warming but inobstructing and it feels absolutely amazing against her skin while looking very respectable and demure. It's her ideal garment she didn't knew dreaming about. It's quite long, but not too long, just above where it would touch the very top of long thigh high stockings, and being thin enough can be worn both inside and outside other clothes.

She loves the thing so much she gradually gives up undergarments to feel it on more of her skin and there's no perceived penalty for that. That's further supported with weather turning from cold to warm, to hot. To compensate for the turtleneck she still wants to wear every chance she can get away with it, she starts exposing more and more of her legs, and finally realizes the short shots are covered by the turtleneck and she could wear it as a dress, with nothing under it.

People around her however, without denying how good she looks in the thing and how content and confident she had become since wearing the "uniform" of hers, start to berate her for wearing a sweater through the summer. She's somewhat used to be such, she had always been known to be overdressed for her shyness, but now... she's not quite sure if it just gets to her more or people seems more and more insistent about talking her out of it. She ends up wearing it more, just in spite, and only it, she could not possibly give in and take it off, but she can't disclose that reason, can she?

She feels the breezes of wind on her naked body under the sheer knitted fabric, the warmth of the sunlight on it and she realizes she's effectively going around naked even if it's not obvious under the garment that feels barely there except making her very hot indeed, in several senses of that expression. She wonders more and more how it would really feel to be without that, to be actually nude. It would be so easy, she could take it off in seconds and drop back on even faster. So she starts experimenting with it when nobody's looking, or she believes nobody's gonna see. The turtleneck becomes her nudist towel she carries as much as she wears it.

And then, some of suggestions to take it off she starts to respond with, "well, I could, but really, I have nothing under... would you be okay with that?"

And to her surprise people are okay with it. Some may even admit they knew already, either her wardrobe specifics or even her nudism episodes. And she feels accepted like never before...
