If it can be used for two diametrically opposed meanings, what worth is it in conveying meaning?
1) Calling someone stupid is attack'ful
2) Threatening to kick someone in the balls also attack'ful
It all depends on the context in which it was used and the image associated with it. In this case, Al Gore, who is widely thought of as being an idiot, is in the image. Therefore, the meaning is sarcastic.
Had Lovecraft68 simply stated, "You win the internet," then it is to be taken as great praise for what you posted. This is the more popular use for the phrase.
The ironic thing is that, having been on the fringe when the Internet was being proposed by Craig Fields and DARPA, I can believe that without Gore pushing it, it wouldn't have happened. Yes, he was egotistic to declare himself daddy rather than letting others do it, but that doesn't mean that it would have happened when it did without him championing it within the government. Thus, the fun being made of him over this is really off center and unknowing of how it all happened.
I remember when the internet, or what it was originally called - the world wide web, was just starting out...Al Gore was still a teenager. It wasn't until he was in politics that he claimed to be the father of the internet, sometime in the '90s I believe. That's why everyone who knew better was laughing at him.

These 'rules' really are going to do nothing but cater to and reward the trolls and if anyone suspected cheating in the contests, prior, just wait until the ones moving forward because it can no longer even be discussed.
