As Pairodox noted, smile and be confident, Though being someone who suffers from accidental cleavage all the time, often its about dressing so you don't look like a lump, sure some women dress with their breasts right out, and I've done that too, but you know.. its not a sure thing.
Normally if I catch a guy staring, if he smiles and acts confident (which normally includes a greeting or some kind), I smile and laugh. Its not like he's licked my breast or something, most of the time its cute and a little bit funny to see a guy get distracted to that degree.
Though my only word of warning would be, there is a difference between like lost in lush staring, and sleazy staring... If it feels like he might drag you into a darken back street and harm you, that can be a uncomfortable.
Thanks for the advice. I do get distracted by cleavage on a regular basis. I try not to stare like a creep but I often sneak a 2nd or third peak.
