Guessing from the look on her face, I don't believe she does.

Accidents do happen, sometimes to the delight of the observer tho usually embarrassing for the subject. Had she been walking like that for a while or did her bag snag the skirt as she turned to stare down an unwanted gawker. Makes one wonder.
