For me, EC is a dumping place. A story goes into EC only if it doesn't fit anywhere else. Simple enough. Therefore, mutual masturbation would be T&M.

I would think that if the two characters are a boy and a girl (both 18) sitting in a car and he rubs her clit until she cums and she gives him a hand job, that would be T&M. They are actually avoiding coupling.
