Cannot comment on story; clicking on "add comment" generates Error 404--This work is not available?

I can access this story, found here. This proves the story exists and wasn't pulled. However, I get the above error any time I try to press "add comment".

Note the comment box for some reason is NOT there (open like on other stories), so I wonder if somehow the author disabled more comments?

I'm on a Win 11 laptop, running Chrome Version 130.0.6723.117 (Official Build) (64-bit). This is the first and only time I've ever had this issue (I just updated my Chrome browser and it's still the same issue).
