Cannot change email address

I have been trying to change my email address for months now. On the old control panel, I see a message that my new email is "under review" (for some reason.) This never changes. It's been under review for months.

On the new control panel, I change my email address and nothing happens. Nothing changes. The old one still appears.

Will this bug ever be fixed? I've sent several emails to the admins, and have never received a response.
