Anyone who travels internationally is quite familiar with "burner phones."
Chuckles...I guess you criminals have never heard of an international plan? Getting a overseas sim card? Or many other options.

I have a burner phone - pay as you go with a credit on it. It can just take calls and texts, nothing else. But I can't use it. It is for calling to road repair emergency services and other emergency services only. But I usually have to hand it to my passenger to operate it.
If I lose it? So what? No one knows that number.
