So, more like: There is a clan of people where everyone is related, so they have to bring in husbands and wives from outside the clan. Normally the young women of the clan would be traded for women of another clan, but the clan has a special ability (shapeshifting, magic, alien technology, whatever) which all of the children of that clan inherit. The children of both genders need to stay in order to be properly trained and to live where people aren't prejudiced against them. Or the clan has lost too many people in a recent war (last remnant of an alien or fantasy race?), they need to encourage all their young people to breed to bring the clan back up to a good size so it won't die out.

The train need not be limited to male guests either, perhaps one of the ladies, seeing what's going on, races to her hotel room nearby to get her strapon and decides to share it with the other female guests...![]()

Frontier village depopulated by war or plague, king orders his bailiffs to grab up some women from "by the docks" to be shipped there as wives...
