Just read the actual news article on it. The man was armed with 2 knives and charging an unarmed man. And he was warned to drop the knives and continued charging. The police had to fire in order to save a life. And, yes, when you fire a gun in the line of duty, you shoot for the head or the body mass.... In other words, shoot to kill. These officers are no villains, they are heros.

Milwaukee is a very Democrat city. Crime rate in that city is insane. It has been controlled by democrats for a very, very long time. It is one of the worst cities in Wisconsin to live in. They are losing people left and right as people flood out of the city. The reality is that he is probably not wrong. It was more than likely one person who has Democrat leanings, and who has probably voted for the people keeping the city in the state it's in for a while, attacking another such person. That's not to say they attacked each other over politics or for anything else involving their voting records. But in the substance of what he just said he's probably not wrong. Anybody who lives in Wisconsin knows the makeup of Madison and Milwaukee. Those are the biggest Democrat voting blocks in the state.
