FMC grabs the first jacket she sees hanging by the door to run outside (bring in groceries/garbage cans/firewood, etc.). She tucks her hands in the pockets, and finds a love note from an "other woman'.
Rather than tell her Mom, she confronts Stepdad.
Leads to them having an affair.
 
You could flip the script a bit:

MMC grabs the first jacket he sees hanging by the door to run outside (bring in groceries/garbage cans/firewood, etc.). He tucks his hands in the pockets, and finds a love note from an "other woman'.
Rather than tell his Mom, he confronts Stepdad.

"You should try her for yourself," Stepdad says. "Then you'd understand."
 
Only for her to find out later that mom is the author of the love notes and it was all part of a role play.
And yet Stepdad yields to the blackmail. Why? Because he really WAS having an affair with someone else and mistakenly thought daughter had evidence of it. Or maybe he knew she had fake evidence but figured what the fuck? Might as well have sex with stepdaughter, too. Or maybe he thought stepdaughter was roleplaying, too! Okay, now I'm starting to confuse myself.
 
I think a twist could be the letter is real but stepdad never acted on it: in fact, he told his wife about it. They have very good communication.

So when stepdaughter blackmails him, he pretends to just go along but before he does anything, he lets wife know and…she gives the okay. SD is an adult now and she’s on birth control. Yeah it’s not a normal relationship but as long as hubby is okay with it, communicates with her, and they eventually come clean to SD, she figures there’s less harm in it.

Could keep it a secret for a bit or let the readers know the truth while SD is oblivious (allowing for scenes that seem ridiculous for the two of them to not get caught during to have an explanation: like fucking on the couch while watching a movie)

Back during a move my parents made during the 70’s Mom was talking to the driver of the moving van who happened to be familiar with the little (like population is now UP to 600, last I checked) rural community she grew up in. He went on to tell her about some woman he had shacked up with for a few days and had to try and make the excuse his truck was broke down and waiting on parts so he could spend more time there with her. Not only did Mom know her, but Grandma had bought THAT VERY HOUSE from the woman after Grandpa passed and sold the big house they had!

Once she had the chance, Mom called Grandma that if she saw a moving van from that company stop in front of the house she needed to lock the doors!
That same warning has been passed to every relative that has lived in there since, though at this point, it’s more of a family joke.
