Where demand exists, it will always be supplied.

It may take some time before somebody recognizes the demand; the supply may not be priced right; the product might not be supplied in quantities that match the demand but— sooner or later— commerce will commence. You can attempt to criminalize it but all that will accomplish ( in the long run ) is to drive the trade underground. You can make it illegal but all that will accomplish is the creation of criminals.

Given enough time, economics always trumps politics.

I was actually carded last week by a deliciously nubile young lady when I bought some wine in a local grocery. I grinned and said "Do I look like I'm over 21?" "I'm sorry sir," she replied, blushing prettily "We have to card everybody." I said "Thanks, you've made my day," she giggled and I walked out. :D

I was carded once when I bought a six-pack. Everyone tells me I look younger than I am, but goddamn, I was in my fifties when that happened.
 
I don't mind blacking out; it's the hangover that follows. That was easily solved by chugging a pint of MD20/20
