Rep. Owens was invited to join, and declined. Rep. Donalds was apparently blocked from joining, although there's no conclusive proof of that. The other two, I couldn't find any information on whether or not it was voluntary. But in the past, other Black Republicans have been welcomed to the CBC (Mia Love was a member, J.C. Watts was invited to join but turned it down).
