Just because you ask a question somewhere in your post doesn't mean your thread belongs in How To. How To is for giving and receiving advice/help of some kind; the HT Cafe is for discussing things that may come up in How To threads and it's a general gathering place for How To community members.
When you put your non-How To thread in How To, it displaces legitimate help/advice threads. How would you feel if you really needed help with something, but your thread didn't get the attention it deserved because a bunch of people had posted their survey-type questions in the wrong forum?
If you have a survey-type question or non-help thread, stick it on The Playground, General Board, GLBT Chatter, or wherever else it actually belongs. Read the forum descriptions, stickies at the top of most of the forums, and take a moment to consider which forum is the best fit for your topic. It's not fair to put it wherever and hope the overworked volunteer mods move it to the right place for you.
This is by no means directed at you alone, TRB. A lot of members have decided to put their Playground/GB threads here recently, and it looks like it's had a snowball effect.
