There's NO way to assure ANYONE is "clean" - even STD tests won't show if someone's recently been infected with something.
Your best bet is likely to post an ad, talk to guys on a platonic level and meet them for coffee (or something similarly nonsexual in a safe, public place) first to get a feel for each other and discuss details. If you get a bad feeling or they object to safer sex practices, end it there. If not, you can plan to meet another time in a hotel room or sex club. It's very unwise to go to someone's house or invite a stranger into your home. It's downright stupid to engage in sex in a public place, bathroom, etc., where someone who hasn't consented to watching could see you or you could get arrested (I know people this has happened to).
Then, use condoms for any oral and penetration. If the other guy is alright with not using condoms with you, chances are he's had unprotected sex with others, and you'll have a very good shot at getting an infection/disease if you don't protect yourself. If you have a female partner, consider using condoms as doing right by her, as well - she didn't consent to putting her health and life at risk for your thrills, and it's wrong for you to make that decision for her.
