I don't suppose one can really call this plagiarised, since nobody knows where it started, but it's a common enough English saying for someone or something that's slow, uninteresting or boring.

I did check it out first on t'internet and was surprised to see so many people asking what it means, s'obvious no? I confess though I was really checking out the spelling of "plagiarised" on t'internet before wandering off into the saying which was a fave of my ex wife.
