I find it odd that the ship "supposedly" lost power and steering twice previously before it lost power for the 3rd time and hit the bridge and yet the ship's captain was ok with going to sea in that condition.

The 2 harbor pilots on board f'd up too. They should have halted the ship and called for a tug to return it to a repair berth after the first loss of power event because the ship wasn't seaworthy.

I don't think it was a terror event.
