Indeed! The problem as I remember it was that the authorities were looking the other way because they were afraid the mutilators would play the old racism and relgion cards- which, of course, they tried.

What's needed is for someone in authority to stand up and say it: Go ahead, call us racist. We don't give a damn.

I think most places, except Berkeley and San Francisco, would say something like that. Those two places are so PC that they probably would deplore it, but do nothing to stop it, on the grounds of the First Amendment.
