They're not "speed bump judges," and they don't keep losing. Judges never lose or win, no more than a referee or an umpire loses or wins a game. They might be overruled on appeal, but that's not losing. So far, the judges blocking Trump's actions don't keep getting overruled, though it has happened in some cases.
