The day after the 2016 election, the Dems were trying to persuade some of the electors to vote contrary to what the voters in their states had decided. That didn't work, so they tried to negate the vote and have another election, which would probably have been contrary to the Constitution. They didn't get away with that either, and that was when certain members of Congress began clamoring for impeachment, even if there were no grounds for such an action. They're still doing that and some states are now trying to require that chosen electors should vote in accordance with the majority of voters in the country. Although it would probably be legal for the electors to do so, it would almost certainly be unconstitutional for them to be required to do so.

If the Democrats had their way, the whole concept of the Electoral College would be eliminated. :(

I believe they would be able to start the process whether they had a majority or not. It probably wouldn't accomplish anything, but they could do it anyhow.
