Nope, in no way a techie. (That said, I had to manage a government office into the Internet age. That wasn't fun.)
 
I used to be a techie. I was the system manager for an IBM computer in the early 1960s with a staff of 25.

Much later I was given a computer unit with a staff of ten, but I was their manager (among with managing many other units).

After a change of career, I was half the help desk for a local governemnt department. I had more experience of working with and using computers than the whole department. That two person help desk grew to 25 as more computers/terminals were added. But that second career ended shortly after we started using IBM ATs.

It might be. Fifty years of working, and being 'Lord High Everything Else' in a large technical Department meant I did most things.

Added: Upsetting the Chief Fire Officer in a Royal Navy Dockyard meant he sent me on every fire-fighting course he could. To his irritation, I passed every one, often as well as or even better than his firemen. I had qualifications in:

Fire fighting in a skyscraper; firefighting in a hazardous chemical area; fire fighting at sea; firefighting in a submerged submarine; fire fighting under nuclear/biological attack etc...
