How is a thread set to allow pastes vs links?
Assuming I wanted to start my own thread.

If you read the Forum Rules, you'll find what types of pics and gifs are allowed to be attached on this server as opposed to what should be uploaded on another server and linked.

If you can prove that you own the pictures in question you can attach them, other wise you will have to link them from some other site.

It's not a setting, it's moderation.

Whichever board you want to post in, that board has at least one and often bunch of stickied/pinned threads at the top. One of those will contain the instructions for that board's pictures policy.

You might notice it links to the rules for all boards too: What are the rules for using the forum?

Both of them talk specifically about images. You have to read between the lines a little: Where it says "don't upload," that means to either reference the image hosted on another site by embedding with the remote URL, or to post only a link and not display the picture in the message, even though it's remotely hosted and not uploaded.
