You make an interesting point that Hon. Dianne T. Renwick is the first black woman appointed to Appellate Division, First Department in the state of New York. After all there have been 57 governors of NY.. There are 13 Appellate Division courts, 57X13=741 chances for a black woman to be appointed yet Renwick was the first and only.. You're right that statistically very unlikely..

According to your math .015X741= 11.1 black women should have been New York State Appellate Division judges..

Maybe unlike "The Hunger Games" the odds were not always in their favor..

Go to the website of any major NY law firm. You will find that Whites are over represented, Jews are over represented, Asians are under-represented as are Blacks and Women. It is what it is and is constantly changing.
