That's why we have lighted XC ski trails in the civilized world.

What happens if the perma frost thaws?

Permafrost is one word.

Basically, there are two types of permafrost, thaw stable and thaw unstable. If the first thaws, no problem. If the second thaws, big problem. But, that's what engineers are for. To keep it from being a problem.
