Because as soon as you cross that Alabama state line your dear "children" lose their "rights" and become "property" once more....and we all know slavery is impermissible under the Constution (for now anyway).

The bill’s sponsors acknowledge they prioritized speed to get treatments restarted over perfection and will continue working on whatever refinements are needed to address lingering imperfections in the legislation.

Correcting previous reports, the court clarified that embryos are not children but are in fact chicken.

In response, Republicans scrambled to pass any bill that might prove that not all Alabama Republicans are fuckwits. So far their efforts have proven futile.
 
WASHINGTON — Rep. Michelle Steel, a two-term Republican congresswoman from a competitive Orange County-area district, announced Thursday she's withdrawing her co-sponsorship of the Life at Conception Act, saying she favors in vitro fertilization.

“I do not support federal restrictions on IVF,” Steel said on the House floor. “I’m removing myself from the bill because it could create confusion about my support for the blessings of having children through IVF. I hereby remove my name as cosponsor.”
The reversal comes two days after Steel won her primary to advance to the general election this fall, securing enough support from Republicans to move forward.

johnson, naturally, claims support for IVF even as he insists life begins at fertilisation, but refuses to see Congress' role in determining the rules around disposal of unused/unwanted/unviable embryonic tissue, pushing it back to individual states to decide.
