Aggravation #3-Rude Handicap Parking

Searching around the mall lot for parking spaces today I took notice of how many cars were parked in handicap or disabled persons only spots that did not display the proper identification. I actually saw one man in a 4x4 pull into one spot, hop out and go in the mall. Why are people that rude?
 
Don't know why people do things like that, but I don't hesitate to go to mall management and have them fined and towed.
 
The other day I was at Best Buy, and when I came out, there was a cop in the parking lot writing tickets to those w/out handicap parking identification. Merry Christmas *lol*
 
Many of the larger chain stores actually hire handicapped people who go around and "ticket" them with a warning, or call the cops so they can really ticket them. I think that is a super idea.
 
Sacramento County has devised a good deterrent to people who park illegally in a disabled-only spot: the ticket is $269.00! The parking enforcement patrols also take a picture of your car to prove it was illegally parked, even touching the line with your tire counts.
