The Tajiks will kill anybody who bugs them, particularly the Pashtun Taliban. The Pashtun (Taliban) will victimize the Hazara and anyone else who is not them. The Iranians will help the Hazara just enough to stop more of them fleeing to Iran as refugees. The Pakistan military will intervene ostensibly to support some Pashtun groups but will stuff it up (they always do)

Hundreds of local scores will be paid off within and between local tribesmen.

Situation normal: nothing can be done unless wringing of hands is useful.

The Taliban fight for their home, fight for their people. They're respectable warriors.

Commies? They fight to destroy their home, enslave their people...no honor.

From what I've read, the Communist period in that country was better than anything before or since. The Commies built things, like roads and schools and hospitals.
 
Also, it's worth noting that the Communist regime in Afghanistan was not imposed by the Soviets, as in Eastern Europe, but resulted from a homegrown revolution, as in Cuba. Then the mew government was faced with a rebellion and asked the USSR for help. Then, despite having been invited in as allies, the Soviets started acting like a hostile occupying force and it all went to shit -- they even deposed the leader who invited them. It was similar to the U.S. in Vietnam in more ways than one. But, even the Soviets built things there. So did the Americans in Vietnam.

Maybe we just make it all a NATO bombing practice range? Let every nation in Europe and Asia use it freely.
