Another idea is that you have a young temp working at the bottom of the food chain for some big public figure. Maybe he's on the campaign team for a would-be congressman. Anyway, one day he finds a mobile phone left somewhere around the office. He accesses it to try and figure out who it belongs to so he can return it to the rightful owner. To his surprise, he discovers it belongs to the big cheese himself, but not before he stumbles upon these scandalous photos of this married congressman-to-be's campaign coordinator.

Knowing he holds the potential death of the man's campaign in his hands, the young temp is faced with the dilemma of what to do about it. At first, he considers the obvious choice of blackmailing the boss for money. But then he takes another look at the photos and gets a far more satisfying idea. He sees the coordinator strutting around the office all the time. She's an undeniably fuckable goddess, but she looks over the bottom-rung like him as if they're muck she's afraid of getting on her expensive Prada pumps. She'd never even give a nobody like him the time of day.

But she also wouldn't let anything sink her boss' chance of getting elected. So the temp returns the phone to the coordinator, and assures her that he would probably be able to forget what he saw on it, just as soon as he gets to see what's under that lingerie... and then find out what it can do in action.

I rather like the idea of a woman doing some kind of sexy Bavarian fire-drill, strolling around the hotel like she owns the place, so confident that even though she's half-naked everyone assumes that she's right to do so, no one daring to question her.

Well, the request of the OP was for a story based around the pictures, not the woman in them. When I think of stories where sexy pictures are an integral, I think of stories where they become an embarrassment of some kind. Maybe I've been watching too many sexting scandals in the news? Anyway, going from old shame to blackmail seems a natural story progression.

I agree with what you say about her seeming like a dominant force. Perhaps that's why I envisioned her as such a snobbish manager in the congressman idea. Sometimes that personality type can be attractive, but sometimes it can also be satisfying to see them taken down a peg. No matter how high and mighty people might seem, everybody has a chink or two in their armor somewhere.
